Challenge

The union representing 1,100 state law enforcement officers faces several challenges related to recruitment and retention, paired with the need to level the playing field with municipal and state agencies that were luring away experienced and diverse officers with better pay and a superior 20-year retirement.

Approach

WAV Strategies developed an integrated public relations strategy that raised the profile of the union and focused on the mission and capabilities of the member law enforcement units. The strategy outlined in stark terms the negative impact of an outdated compensation system on recruitment, retention, diversity and service to New York State residents and tens of millions of annual visitors and tourists.

Results

WAV Strategies established the PBA of New York State as a law enforcement thought-leader who regularly garners statewide news coverage. In two consecutive legislative sessions the PBA’s hallmark 20-year retirement legislation passed with near unanimous support at a time when controversies surrounding policing on a national level created an unhospitable environment for pro-law enforcement legislation. The PBA also secured long sought geographic adjustment pay for officers assigned to downstate regions with a significantly higher cost of living and led to new academy classes being added to bolster the number of officers across New York State.
